Nicopolis

Nicopolis (meaning the city of victory) was a city where Paul planned to spend the winter and to which he asked Titus to come (Titus 3:12). Several cities bore this name in the ancient world; the most likely candidate is Nicopolis in Epirus, on the western coast of Greece (modern Albania), founded by Augustus to commemorate his victory at the Battle of Actium in 31 B.C. It was a prominent city and a natural wintering location on the route between Rome and the eastern provinces. Paul's plan to winter there suggests an active western mission strategy in the period of the Pastoral Epistles.
