Shavsha
Shavsha was David's royal secretary, an administrative officer responsible for maintaining official correspondence and records in the Davidic court. He appears under several variant names in the parallel lists of David's officers: Seraiah in 2 Samuel 8:17, Shisha in 1 Kings 4:3, Sheva in 2 Samuel 20:25, and Shavsha in 1 Chronicles 18:16. The variation in the name across these lists reflects scribal variation in the transmission of an originally foreign name, possibly Egyptian in origin.
The office of royal secretary or scribe was one of the highest administrative posts in ancient Near Eastern kingdoms, responsible for correspondence with foreign powers, recording royal decrees, and managing the administrative records of the realm. Shavsha's sons Elihoreph and Ahiah continued in the same office under Solomon (1 Kings 4:3), indicating that the secretarial position became hereditary in this family during the early monarchy. His prominence in the lists of royal officials reflects the growing complexity of the Davidic administration.
