Shoa

Shoa appears in Ezekiel 23:23 as one of the nations summoned by God to execute judgment on Jerusalem, personified as the unfaithful woman Oholibah: the Babylonians and all the Chaldeans, Pekod and Shoa and Koa, and all the Assyrians with them. The identification of Shoa has been debated, but most scholars associate it with the Suti or Sutu — a semi-nomadic people attested in Assyrian records as inhabiting the mountain districts to the northeast of Babylonia. Some equate the name with the Quti or Guti of ancient Mesopotamian sources. Whatever its precise identification, Shoa appears as part of a coalition of Babylonian-aligned peoples representing the overwhelming military force arrayed against Judah in Ezekiel's prophetic vision of coming judgment.
